Key Project Updates

The General Manager's Quarterly Information Report within the Council Agenda provides key updates on the progress of works and services projects, highlighting recent developments and achievements in infrastructure and community initiatives across Burnie.

July 2024

a) Burnie Cultural Precinct – BAFC Redevelopment (Stage 2) – Contract 2711
Demolition of the internal courtyard has been completed. Excavations for footings, including the lift shaft are poured and blocks for the lift shaft have arrived on site. Steelwork erection for the new Atrium space will commence in July.  The lower ground back of house areas are complete and these have been handed back to BAFC for storage use.  Zinc cladding to the north external wall is complete except for areas adjacent new northern canopy.

b) Bitumen Surfacing Services 2023-2024 – Contract 2705
Hardings have completed the reseal program with the following roads completed Alma Place, Kennedy Street, Bernard Place, Boland Avenue, Brickport Road, George Street, Grandview Avenue, Ocean View Lane, Pearl Street, Ogden Street and Latrobe Street.

c) Mount Street/Three Mile Line Road Roundabout Construction – Contract 2703
Walters Contracting have commenced onsite and are steadily progressing. Works for kerb preparation have been completed with kerbs to be poured in July. Whilst some initial issues with Traffic Management the contractor quickly remedied. Works are due to be completed in August weather permitting.

d) Coastal Pathway – Contract 2702
Asphalt works is continuing and revetment of the banks to protect against erosion is underway. Landscaping works design has been completed and works will commence in August.

e) Burnie Gateway Project
The Artists have raised concerns around potential impact of rabbits, on site rabbit fencing has been installed to allow plants to established.  Site works are now complete and Council are investigating options for the pedestrian crossing.

f) City Centre Urban Plan
The Draft Urban Plan is complete, and Council Officers are now commencing the Co-design component of the project. Feedback will be used to amend the design and the revised draft to be finalised and submitted to Council in December2024.  Council Officers will look at the development of the working group to review and interpret the feedback into the final plan.

g) South Burnie Beach Boat Ramps Redevelopment – Timber Jetty Upgrade and Concrete Pier Works – Contract 2701
Hunter Diving and Marine Construction have completed works to the timber Jetty Refurbishment and jetty is now open to the public. Buildrite have commenced construction of the Stepped Concrete Pier. Landing Ramp 1 – 6 have been constructed and a portion of the FRP treading has been installed. Works are scheduled to be completed mid to late July.

h) South Burnie Beach Boat Ramps Redevelopment – Contract 2700
Hardings have recommenced works on site, they have completed additional work to the bund wall and road surface. Works are slightly delayed due to working around Buildrite and Hunter Diving and Marine Construction. Remaining works are scheduled to be completed by end of July.

i) Burnie Cultural Precinct – BAFC Redevelopment (Stage 1) – Contract 2694
Café cooking equipment delivery has been delayed but will be installed early July. Floor finish and glazing to Long Room space is complete. Soffit and external express cladding to entry canopy complete. Café external walls underway. Entry slabs complete with paving to commence in conjunction with external work.

j) Bitumen Surfacing Services 2022-2023 – Contract 2691
Contractor has completed the Thorne Street Remediation works to the satisfaction of Council’s Engineers.

k) Flood Recovery Projects

Oonah Road West
Works are now complete and road is operational.

Oonah Road East
Road remains closed from CH1030 to CH2770. The affected area dig out was slightly deeper than expected, over 27,000T of rockfill has been placed. BridgePro have completed removal sheet piling. Final road pavement works are substantially complete. The main section of road is scheduled to be completed mid-July.

Works to the culvert on the hairpin will commence after this section is completed. Due to the nature of reconstruction works, another section of pavement will need remediation works prior to the road being reopened to the public. This is due to the multiple HV loads of imported fill to the affected area, has had a detrimental impact on the road surface.

Upper Natone Road – Horseshoe Bend
Road remains under traffic management with a 5T load limit still in place. Drainage and landscaping works have been completed. Geotechnical report has supported the realignment of road section along Patons Creek. Consultant Engineers are progressing with design. Construction is scheduled to commence in late Spring.

Fernglade Road
Retaining wall construction has been completed with safety barrier reinstated. Sealing works will be completed as soon as practical. Road is still under traffic management until sealing is complete.

Previous Quarterly Updates

April 2024

a) Burnie Cultural Precinct – BAFC Redevelopment (Stage 2) – Contract 2711
Demolition of Stage 2 is well underway with framework commenced in the Long Room.
Lower ground back of house areas are also under construction.
Zinc cladding to external wall in Little Alexander Street complete.

b) Speed Street Upgrade – Contract 2710
Project has been completed.

c) Cleaning Services for Public Amenities – Contract 2708
Contract has been awarded and has progressed.

d) River Road Surface Restoration – Contract 2707
Project has been completed.

e) Bitumen Surfacing Services 2023-2024 – Contract 2705
Hardings have commenced the reseal program and have completed Talunah Road. Works
are scheduled to be completed by end of May 2024.

f) Mount Street/Three Mile Line Road Roundabout Construction – Contract 2703
Contract has been awarded to Walters Contracting with an anticipated start date late April 2024. Completion on track for end of financial year.

g) Coastal Pathway – Contract 2702
Asphalt work is continuing and revetment of the banks to protect against erosion has commenced.

h) Burnie Gateway Project
Fabrication is almost complete with painting of the poles due to start in April 2024. Footings are in and the concrete curing period will be complete on 17 April 2024. Installation is planned for the end of May 2024. There was potential for this to occur sooner, however the plants will not be ready. The Artists would prefer to wait until the landscaping starts, and the plants are ready. Planting is scheduled for the last week of June 2024.  The Artists have raised concerns around potential impact of rabbits on site and has flagged that Council will need to consider monitoring until the plants are established.

i) City Centre Urban Plan
Timeline to be extended to enable an extensive round of engagement on the draft Urban Plan, once officially released. Revised program and engagement plan to be confirmed with Council. The Draft Urban Plan is under revision responding to feedback from workshops with the CBD Reference Group and Council EMT. The nature of feedback was relatively minor. A comprehensive editing review to be completed to fine tune wording throughout the document, to enable it to be publicly released. Revised draft to be finalised and submitted to Council in late April 2024.

Animated video production in progress, with fly-through video showing aspects of what is proposed within each precinct and ambitions of the Urban Plan as a whole. To be submitted to Council in late April 2024. Artistic renders nearing completion. Updated renders to be incorporated within the Draft Urban Plan. Staging and implementation plan are pending. To be worked through with Council, following community and stakeholder engagement processes. 

j) South Burnie Beach Boat Ramps Redevelopment – Timber Jetty Upgrade and Concrete Pier Works – Contract 2701
Hunter Diving and Marine Construction will commence on site mid-April 2024 to complete the timer refurbishment. Buildrite will commence concrete panels early April 2024 off site and anticipate to commence on site construction at the beginning May 2024.

k) South Burnie Beach Boat Ramps Redevelopment – Contract 2700
Hardings will recommence on site early May 2024 to complete Stage 2 of the works.

l) Burnie Cultural Precinct – BAFC Redevelopment (Stage 1) – Contract 2694
Café nearing completion pending equipment install, floor finish and glazing to Long Room space. Town Hall Bar external walls and bar area complete. Soffit and external express cladding to be completed to entry canopy and café. Fire-rated plasterboard installed with entry slab and pavers to be completed.

m) Bitumen Surfacing Services 2022-2023 – Contract 2691
Delays were due to weather and ground surface temperatures not being suitable for sealing. Contractor to still complete the following carry forward jobs:

• Thorne Street Remediation – mid-April 2024.

 

n) Flood Recovery Projects

Oonah Road West
Additional works around the culvert on Douglas Road are to be completed. Expected completion by June 2024. 

Oonah Road East
Road remains closed from CH1030 to CH2770. BridgePro have completed sheet piling works to stabilise slip area. Civilscape have commenced dig out of failed section. Works are expected to be completed by June 2024.

Upper Natone Road – Horseshoe Bend
Drainage works are almost complete. Minor landscaping to be completed by mid to late April 2024. PDA have conducted test holes within the creek bed to confirm suitability to realign road segment. Test holes confirmed suitability, PDA progressing final design. Design is anticipated to be completed within June – July 2024 with reconstruction works to commence in late Spring.

Fernglade Road
Hardings have established on site and works are expected to take 8 weeks and be completed by mid-May 2024.

January 2024

a) Speed Street Upgrade – Contract 2710
Works are underway with all major underground stormwater, water main and telecommunications works completed. All remaining works are to be completed through Summer.

b) River Road Surface Restoration – Contract 2707
All works have been completed.

c) Burnie Cultural Precinct – BAFC Redevelopment (Stage 1) – Contract 2694
Stage 1 of the Long Room, Town Hall and Amenities was handed over to the BAFC operations mid-November 2023. The Stage 2 areas have been vacated to allow Stage 2 to commence. Construction work is progressing on the café and new entry with entry footings, steel work and roofing completed. Steelwork and roofing are also complete to the Café.

d) Coastal Pathway – Contract 2702
Rail removal approval and Development Application have been received for the Wynyard section of the Coastal Pathway. Construction on the pathway is continuing with erosion works planned to start in March 2024.

e) Burnie Gateway Project
Final detailed design of the gateway has been approved, with fabrication works currently underway. Fencing and site works are planned to begin the week commencing 19 February 2024.

f) City Centre Urban Plan
The final draft of the urban design is due to Council on the 19 January 2024 for review. This will be presented to Councillors in an upcoming workshop. Pending approval, Council will then commence community consultation. Currently, the detailed design for the Civic Plaza opposite the Burnie Arts and Function Centre is underway and is due for completion in January 2024. The remaining works are anticipated to begin in mid-2024.

g) Mount Street/Three Mile Line Road Intersection Upgrade
Burbury Consulting are finalising construction drawings and awaiting TasNetworks final design. PDA Consulting are consolidating documents for tender, will advertise mid-January 2024. TasWater are currently mid construction of water main augmentation.

h) South Burnie Beach Boat Ramps Redevelopment – Contract 2700
Hardings Hotmix have completed Stage 1 of construction works. They will demobilise from site to allow the contractors for the Timber Jetty Refurbishment and Concrete Stepped Pier to be constructed before recommencing onsite to complete the remaining works. Works are proposed to start again in mid-April 2024.

i) South Burnie Beach Boat Ramps Redevelopment – Timber Jetty Upgrade and Concrete Pier Works – Contract 2701
Hunter Diving and Marine Construction and Buildrite will commence construction early in the New Year.

j) Bitumen Surfacing Services 2022-2023 – Contract 2691
Contractor to still complete the following carry forward jobs:
• Thorne Street remediation – Late January 2024.
• Minna Road – February 2024. 

Delays were due to weather and ground surface temperatures not being suitable for sealing.

k) Bitumen Surfacing Services 2023-2024 – Contract 2705
The Contract has been awarded to Hardings Hotmix. Works will commence in the New Year.

l) Flood Recovery Projects

Oonah Road West
Another location has been found near Douglas Road. Remediation works have commenced and will be completed mid to late February 2024.

Oonah Road East
Road remains closed from CH1030 to CH2770. PDA have completed final design and construction works are underway on the corner at CH1090 where the embankment fretted away. Construction works for the main slip will commence upon completion of embankment works.

Upper Natone Road – Horseshoe Bend
Drainage design has been finalised and construction works have commenced. Further investigations into road realignment have been completed and PDA are reviewing results.

Fernglade Road
Retaining wall construction is scheduled to commence February 2024.

October 2023

a) River Road Paver Reconstruction – Contract 2695
The works have now been completed.

b) Burnie Cultural Precinct – BAFC Redevelopment (Stage 1) – Contract 2694
Construction work is progressing well with internal wall linings, tiling, and installation of fittings well underway.
Works are well underway for the café. Ground works, slabs and timber framing is complete. Footings for the main entry cannot commence until the completion of new water connections and lines. This work will commence in October 2023.

c) Coastal Pathway – Contract 2702
The Contract for the construction works has been awarded with Shaw Contracting being the successful contractor. Shaw Contracting commenced on-site on 4 September 2023. Initial works included vegetation clearing, rail and sleeper removal, ballast spreading and pavement material spreading starting from Red Rock.

d) Burnie Gateway Project
GHD has held presentations of the concept designs with the CBD Reference Group and Council. The Council has reviewed the survey results and preferences submitted from the community consultation process and the CBD Reference Group. In accordance with these results, an artist was selected to proceed into the detailed design process. Feedback from the community, CBD Reference Group and Council were passed onto the artist for their consideration to feed into detailed design.  The selected Concept Design was also submitted to the Department of State Growth (DSG) for approval and traffic assessments were carried out in the area to ensure appropriate and safe pedestrian links to the site. It is anticipated that the final detailed design package will be presented to Council in November 2023 for formal approval, subject to DSG sign-off.

e) City Centre Urban Plan
Residents were encouraged to “Chip In’ their ideas as part of a campaign to gather feedback and suggestions to assist in shaping the Burnie CBD Precinct's identity and to ensure it resonates with the people it serves. More than 160 people made a submission online or attended one of the three in-person events held during September 2023.

Currently the detailed design for the Civic Plaza opposite the Burnie Arts and Function Centre is underway and is due for completion in December 2023. The remaining works are anticipated to begin in mid-2024.

GHD will incorporate the City’s Master Plan, the Reference Group and community’s feedback into the concept design. There will be a series of concept designs created that enable people to walk through the City in a 3D aspect.

f) Mount Street/Three Mile Line Road Intersection Upgrade
Burbury Consulting are awaiting DSG traffic engineering feedback to finalise design.  TasWater have finalised water main relocation designs. 

g) South Burnie Beach - Boat Ramps Redevelopment – Contract 2700
Hardings Hotmix have commenced work on site. Initial clearing work on the south-eastern section of the site is underway.

h) South Burnie Beach - Timber Jetty Upgrade and Concrete Pier Works – Contract 2701
Portions A and B of the contract have been awarded. Works proposed to commence October/November 2023.

i) Bitumen Surfacing Services 2022-2023 – Contract 2691
Delays were due to weather and ground surface temperatures not being suitable for sealing. Contractor to still complete the following carry forward jobs:

  • Queen Street – late October 2023
  • Oonah Road – early October 2023
  • Thorne Street remediation – November 2023
  • Minna Road – November 2023

j) Bitumen Surfacing Services 2023-2024 – Contract 2705
The Contract has been awarded to Hardings Hotmix. Project Managers are currently meeting to review the schedule of works.

k) Flood Recovery Projects

Oonah Road West
Construction works have been completed and the road is open to normal use.

Oonah Road East
Road remains closed from CH1030 to CH2770. PDA have submitted preliminary designs to Council for the landslide section to enable review and will continue to complete the design for works on the corner at CH1090 where the embankment has fretted away.

Upper Natone Road – Horseshoe Bend
Further investigations have been completed on-site to finalise drainage works. Works on the drainage will commence in October 2023. Rehabilitation designs for the road are still progressing, as they need to be informed by the finalised drainage works. 

Fernglade Road
Currently reviewing tender documentation and will call tenders mid-October 2023, with construction anticipated for the summer months.
